Morning Edition, August 17, 2005 · South Carolina, Florida, and Georgia are exploring proposals to save money for their Medicaid programs by giving patients a set amount of money to purchase private insurance or fund their own care. Backers say making patients more responsible will lower overuse of services. But patient advocates say the sickest people will quickly run out of money and be left even worse off than before.

A new advisory panel, part of the U.S. Department of Health and Human Services, has been created to recommend ways for the private and public sectors to build an electronic health records network. For the eighth year in a row, medical costs rose faster than the growth of wages, according to a recently published report in the Journal of Health Affairs. Additionally, privately insured Americans spent over 8 percent more on health care in 2004 than the previous year. That increase is roughly the same spending hike that occurred between 2002 and 2003. In this discussion, diabetes refers to diabetes mellitus. Other forms of diabetes (such as diabetes insipidus) are not included.
People with diabetes cannot properly process glucose, a sugar the body uses for energy. As a result, glucose stays in the blood, causing blood glucose to rise. At the same time, however, the cells of the body can be starved for glucose.
